The below is a new list of additional safety concerns at your Semass facility. This list supplements the list we provided at the bargaining table on September 25, and in our follow-up email September 26. As we stated at the bargaining table we will ask our members to provide detailed safety issues for your immediate attention. Please be advised we continue to request our members bring safety issues directly to your management. However, as you can see they are reluctant to do so. We have asked all our members to complete a workplace hazard reporting form. Please advise your managers we have asked our members to provide completed forms to their supervisors. Forms delivered to the Union will be sent to your management as soon as possible. - Open Electrical box (ELL) exposed wires below #2 Soot Blower Root Valve
- Damaged Fire Hose Reel 9th Floor BLR 3 south
- #3 SDA Penthouse floor covered in line slurry
- Damaged conduit BLR 3 Atomizer exposed wires
- Damaged conduit BLR 3-2 Soot Blower exposed wires
- #2 SDA Penthouse open junction box exposed wires
- 2-13 soot blower damaged conduit exposed wires
- 7 ½ floor between BLR's 1&2 wash hoes blocking fire extinguishers
- Damaged hose reel 6th Floor near 14 head End
- String lights hanging above BLR 3 drag chains both plugs cut off
- Planking above BLR 2 drag chains not fastened down
- 3rd floor BLR 3 air heater area, no lighting, floor covered with material, tripping hazard
- BLR 3 south catwalk, steel on deck, trip hazard
- BLS 1, 2, 3 down chute areas, hoses, poke rods, and hooks all over deck, tripping hazards.
- 2nd floor ash clean off area not accessible, used as storage area
- Grate level, hoses, and poke rods all over deck
- Fire extinguishers in boiler house not inspected
- 1-20 Q.T. No splash curtain at drain valve area
- Siding missing from boiler, different areas most notably BLR slope casing, falling insulation
- Grate clip crates on 2nd floor are busting out at the corner, ready to spill out, over filled, others are damaged, need to remove from service.

Email sent to Covanta Representative Attorney Raymond Carey on Sep 26, 2008 at 8:44 AM Ray, as a follow up to our discussion yesterday and the list we provided Covanta of safety issues at its SEMASS facility. We provided the below supplement to our written list of safety concerns. - Workers being required to switch out high voltage switch gear (MCC's) while standing in inches of boiler wash water.
- SEMASS lacks an adequate heat stress program. Workers are required to perform heavy work, sometimes in protective clothing, in area of the facility with high ambient air temperatures. The currently workers are free to leave the area when they feel it necessary. The industry standard is to assign a maximum stay time, and subsequent cooling off period, in conjunction with workers self determination.
- July 10, 2008 we requested coveralls with snapped fronts be replaced with zippered fronts to reduce body contact with rubbish. Plant Manager Davis suggested workers use duct tape to seal the coveralls fronts. That idea was rejected by Chief Steward Fabich, and we continue to demand zippered coveralls.
- Covanta stopped routine cleaning under 6 & 4 conveyors more than a year ago which has resulted in large piles of debris accumulation.
- 11 Conveyors trash is piled 6-8 feet high, this despite VAC truck available to remove piles of debris Covanta.
- Piles of trash/debris allowed accumulating in shredder room.
- Piles of hot ash in "back end"
- Entire boiler building is covered in ash residue. Everything touched moves ash into air (airborne).
- Standard Operating Procedures have changed since VPP inception. These changes have reduced safety.
- Ash load-out paddles require maintenance which has not been performed, which results in large amounts of ash release to environment, and work area.
At our next meeting would like to hear from the Company concerning part 6 of our proposal, Safety, and Union proposed articles 70 and 71. In light of the withdraw of Company proposal of August 14 we are very interested in your new prospective. |
